Board Member
The LEC Board is elected annually by the LEC membership, provides overall leadership and governance for the organization. The Board sets strategic direction, establishes policies and priorities, and ensures that LEC activities and resources align with the mission and the needs of members. The Board oversee financial stewardship and compliance, approve budgets and major initiatives, and monitor organizational performance through regular reporting. The Board also represents the membership by encouraging member participation, maintaining transparency in decision-making, and appointing or supporting committees and officers as needed to carry out LEC programs and operations.
The LEC Director oversees the daily operations and serves as the primary representative and public face of the organization.

Chief Jeffrey Hotsky - Mohegan Tribal Police Department With nearly five decades of distinguished service in Connecticut law enforcement, Jeffrey J. Hotsky serves as the Executive Director of Public Safety for the Mohegan Tribe and a member of the Board of Directors for both the Law Enforcement Council (LEC) and the Police Association of Connecticut. In his executive role, he directs all public safety operations for the Mohegan Reservation and the world-class Mohegan Sun resort, managing a comprehensive team that encompasses Tribal Police, Tribal Fire/EMS, Protective Services, Dispatch/911, Surveillance, and the Surveillance Technical Group. Jeffrey J. Hotsky began his law enforcement career in 1978 at the age of 18 as a Patrolman with the New London Police Department. During his tenure in New London, his specialized investigative skills led to two tours as a Detective with the Statewide Narcotics Task Force. In 1982, Jeffrey J. Hotsky joined the Connecticut State Police, embarking on a highly decorated state career. His assignments spanned critical field and tactical operations, including deployments with Troop D, Troop E, the Casino Unit, and the State Police Tactical Unit. A recognized expert in complex investigations, he dedicated a total of 17 years as a Detective with the Statewide Narcotics Task Force (SNTF) – Eastern Division, ultimately rising through the ranks to retire as the Task Force’s Commanding Officer. Transitioning to tribal law enforcement in 2003, Jeffrey J. Hotsky was appointed Deputy Chief of Police for the Mohegan Tribal Police Department. Promoted to Chief of Police in 2013, he spearheaded historic advancements for the agency. Under his leadership, the department achieved formal recognition from the State of Connecticut as a police force holding the identical legal authority of any municipal police agency in the state. From its inception, he also maintained the agency's standing as a Federally Recognized Law Enforcement Agency through the Bureau of Indian Affairs, empowered to enforce Federal Law. Recognized for his strategic vision, he was promoted to Director of Public Safety in 2020, and to Executive Director of Public Safety in 2022. A fully active leader, Jeffrey J. Hotsky maintains his Police Officer Standards and Training Council (POSTC) certification while continuously working to advance regional policing standards through his board-level leadership.

Sgt. James P. Deveny (Retired) – Norwich Police Department Director James P. Deveny possesses an extensive background in law enforcement, spanning 41 years. His career began with the Norwich Police Department, where he served from 1985 to 2009. During his tenure, he held various positions such as patrol officer, detective, narcotics detective, patrol sergeant, shift commander, and training supervisor. After leaving the Norwich Police Department, Director Deveny joined the University of Connecticut Police Department from 2009 to 2013. Here, he worked as a patrol officer, detective, and training officer. In 2013, he transitioned to the Division of Criminal Justice, where he was assigned to the Judicial District of Tolland as an Inspector. In this role, he assisted prosecutors with criminal cases until 2021. As the Executive Director for the Law Enforcement Council, Director Deveny fulfills all Police Officer Standards and Training Council (POSTC) requirements for the Eastern Regional Police Academy. He is also responsible for managing promotional examinations for all Law Enforcement Council agencies and addresses requests from external agencies for comprehensive testing processes. Director Deveny is recognized for his expertise in major crime investigations, including sexual assault and narcotics cases. He is skilled in case preparation, evidentiary matters, judicial processes, and police-related training. His experience includes collaboration with the public, as well as local, state, and federal agencies. Director Deveny is a certified instructor with the Police Officer Standards and Training Council (POSTC). He has served in the United States Military Police Corps and holds an Associate Degree in General Studies with a concentration in Criminal Justice.
